I reckon, to spice things up a bit, instead of the normal penalty shoot-out, they replace it with one-on-ones like they have in ice hockey.

The player starts on the centre spot with the ball and then has to approach the goal and try to score. The ball is considered 'dead' when there is a goal or the ball goes out of play. Once the keeper has the ball he just kicks it out of play to end that particular one-on-one.

The trouble is that England would probably be even worse with this approach than normal penalties.
